Upcycled skirt to little girl dress

I actually made this last fall but haven't shared it until now. I found the tutorial for this skirt here. I purchased the skirt from the thrift store for $2-3 (I can't remember). I had plans of resizing it for me (it was a bit large), but I couldn't find a shirt that would look nice with it.
